This board game seems to cover the " Citizenship and Communication Assessment".

At the end of this 4 minutes video, you probably won't understand the entire rules.

This is not the purpose of this post. The objective is just to illustrate that this is possible to create a serious game with a limited budget.

Anyway, you shouldn't forget that behind each board game there is a lot of work delivered by the instructional game designer and the corporate subject matter experts.
